Panhandle Area Council, Inc. (PAC), established in 1972, is an Economic Development Agency organized to aid in diversifying and stabilizing the area's economy. Members of the Council are elected officials from North Idaho Cities and Counties, as well as, the Coeur d'Alene and Kootenai Indian Tribes. The Council serves the five northern counties of Idaho: Boundary, Bonner, Kootenai, Benewah and Shoshone.

BUSINESS DEVELOPMENT COMMUNITY DEVELOPMENT PLANNING
Business Counseling Project Development Emergency Planning
Small businesses in North Idaho receive counseling, business development ideas and entrepreneurial training through PAC. PAC provides project development assistance to include needs analysis, service area determination, community/income surveys and fund source analysis. PAC provides planning assistance, grant writing and administration for emergency preparedness within the five northern counties.
Commercial Loans Grant Writing for Infrastructure Public Transportation
The Commercial Loan Department administers the Small Business Administration 504, Revolving Loan Fund, USDA/IRP, and Micro business loan programs within our region. These loans are structured to provide fixed asset financing and working capital. PAC assists communities with grant writing services for senior/community facilities, water and sewer systems, imminent threat, recreation, special districts and other community needs. The urbanized areas of Coeur d'Alene, Post Falls, and Hayden have contracted with PAC to assist in the planning and administration of public transportation in Kootenai County. PAC is developing a plan for potential transportation partners in the area that will include senior centers, assisted living homes and local government agencies.
Business Incubator Center Preparation of Grant Applications Comprehensive Plans
The Business Incubator Center assists start-up companies involved in light industrial manufacturing during the first two years of operation. PAC offers the best possible combination of consulting, shared office facilities, professional assistance and manufacturing space. Technical assistance is available to communities preparing state and federal grant applications for local projects. PAC assists counties and cities with the review and update of their Comprehensive Plans.
International Trade & Procurement Grant Administration and Management Comprehensive Economic Development Strategy (CEDS)
PAC is clearinghouse for the processing of appropriate export documentation of goods, and provides assistance in securing government contracts for the purchase of goods and services. Upon contract award, PAC provides grant administration and fiscal management of project. PAC prepares the CEDS, a cooperative venture of each of the counties, tribes, and cities within the five northern counties of Idaho. This annual document serves as an inclusive statement of plans for region-wide economic growth and development in the region.
Industrial Revenue Bonds Environmental Reviews  
PAC provides financing for large for-profit commercial projects requiring industrial revenue bonding. PAC coordinate environmental reviews, archaeological surveys and biological assessments.  
Revitalization/Redevelopment    
Planning, grant writing and administration is available to assist in:
  • Revitalization of business redevelopment areas such as downtown corridors or business parks
  • Development or improvement of infrastructure for business establishment or expansion
   
MUNICIPAL SUPPORT URBAN RENEWEAL DISTRICTS
Facility Leasing Agency Creation
For public use, PAC can purchase or build facilities that can be leased to Counties, Cities, o special taxing districts. The lease terms are for one year and may be renewed annually for up to thirty years. If the public unit leases the property continually for a term, which equals the time to fully amortize a commercial loan by PAC, it will be offered to the public unit for $1.00. PAC provides assistance to cities and counties by helping them to form districts to deal with deterioration in their municipalities. The process includes preparing the resolutions and ordinances for creation of the districts, and development of the urban renewal plan and feasibility study. Since 1997, PAC has helped to create four URD's in North Idaho.
Technical Assistance Administration
PAC assists municipalities with services such as research, surveys grant writing and urban renewal planning. After creation, PAC staffs district meetings, develops capital improvement plans and helps to provide funding via tax increment financing.
