Funding Objectives:
Projects and services that benefit low to moderate (LMI) income people, neighborhoods, and/or promote job creation/economic development.

Funds Available/Grant Amounts:
There will be an estimated $100,000 per plan year (PY) for projects that further the goals of the City of Coeur d'Alene's 5-year Consolidated Plan and meet at least one National Objective as defined by HUD. Requests shall be at least $20,000 and no more than $100,000. Applicants may submit a single application for Plan Year 2010 and/or Plan Year 2011, they must be separate applications for each Plan Year. Applications for projects that combine two years of funding will NOT be accepted. For example: an applicant may propose a project for 2010 that houses two families for one year, and a project for 2011 that houses two families for a year. The applicant may not propose a project that houses four families for two years, and required funding from PY2010 and PY2011 simultaneously.

Funding Period:
The City's CDBG Entitlement Program Plan Year runs from April 1st through March 31st of each year. The City anticipates receipt of their yearly allocation on or about April 1st, but acknowledges the actual date may differ and has been as late as mid-November in previous years. Although projects may be identified for approval and funding, NO commitments by contract or other means of obligation can be authorized until the City receives their annual award agreement from HUD.

The City would prefer (but does not require) that projects be completed within 12 months of award of project funding. Because projects may be affected by various circumstances it is most important that the applicant submit a reasonable time schedule for their project.

Funds Available/Grant Amounts:
The City of Coeur d'Alene CDBG Entitlement Program will provide annual grants for viable projects, which may include providing decent housing, suitable living environments, and expanding economic opportunities, principally for low and moderate (LMI) persons. CDBG fund may be used for activities which include but are not limited to:
  • Acquisition of real property;
  • Relocation and demolition;
  • Rehabilitation of residential and non-residential structures;
  • Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purpose;
  • Public services, within certain limits;
  • Activities relating to energy conservation and renewable energy resources;

Ineligible Activities:
Generally, the following types of activities are ineligible:
  • Acquisition, construction, or reconstruction of building for general conduct of government;
  • Political activities;
  • Certain income payments;
  • Construction of new housing by units of general local government.

Citizens Ad Hoc Advisory Committee:
A group of skilled community representative, selected by the Coeur d'Alene City Mayor, will score applications and provide a set of funding recommendations to the Mayor and City Council.

General Rules:
All applications must comply with the regulations of the Community Development Block Grant (CDBG) Entitlement Program found at 24 CFR Part 570 and described by the specific guidelines below.

Who May Apply:
Any individual, profit or nonprofit organization, business or governmental agency may apply for the City of Coeur d'Alene CDBG Entitlement Program funds. Applicants must be in compliance with federal, state, local laws and regulations.

PROJECT REQUIREMENTS:

Projects Must
  • Meet one of the HUD national objectives through the City's CDBG Entitlement Program: principally benefit low- and moderate- income (LMI) persons (those whose income is at or below 80% of the local median); aid in the prevention or elimination of slums or blight; or meet other urgent community needs as defined by the U.S. Department of Housing and Urban Development (HUD).
  • Be located within the Coeur d'Alene City limits or demonstrate that a majority of the clients served reside within the City of Coeur d'Alene.
  • Address one or more of the goals that were established in the City of Coeur d'Alene's Five Year Consolidated Plan (2008-2012). Plan may be viewed at www.cdaid.org
  • Be identified as an eligible CDBG activity.
  • Have drawn down or be in the process of drawing down at least 60% of any prior year CDBG funds before submitting another application. The City may grant exceptions on a case-by-case basis in response to a written request with justification. Exception must be approved prior to the submittal of the application.
  • Provide the most recent Audited Financial Statement with the management letter or A-133 Audit with the management letter.
