Adult Eligibility

An individual must meet the following criteria to be eligible to receive services.  (Note:  Priority for adult intensive and training services will be given to applicants from low income households.)

·        Be 18 years of age or older; and

·        US citizen or eligible to work in the US; and

·        Comply with Selective Service registration requirements when appropriate; and

·        Comply with local or state residency requirements when imposed.

Dislocated workers must meet the requirements cited above and one of the following:

·        Unemployed due to a plant closure within the last 2 years (includes pending closures)

·        Unemployed due to a lay off within the past 2 years or received a notice of layoff, and is unlikely to return to his/her previous occupation

·        Self employed but business has failed or is failing

·        Displaced homemaker

Priority for Veterans:

The Jobs for Veterans Act was enacted into Public Law on November 7, 2002 (P.L. 107-288).  The Act made a number of amendments to encourage veterans' access to services within the One-Stop system.  A new section of the law established a priority of service requirement applicable to all United States Department of Labor programs that offer employment and training related services (P.L. 107-288 Section 4215 (b)).

A "covered person" is entitled to priority of service under all WIA Title I-B funded programs, including the Youth, Adult, and Dislocated Worker Programs, 10% funded projects, and National Emergency Grant (NEG) projects.  "Veterans priority of service" means that any covered person shall be given priority of service over non-covered persons for the receipt of training, employment and placement services provided under any WIA Title I funded programs, notwithstanding any other provision of law.

Covered persons must first meet the program's eligibility requirements, and those determined eligible will receive priority over non-covered persons, with the exception of the priority of service established by law for the WIA Adult Program.
